He graduated from the University of Akron, OH School of Law in 1976 and was admitted to the Alaska State Bar in 1978. He is also licensed to represent clients in the U.S. District Court in both Ohio and Alaska, as well as the the U.S. Court of Appeals 9th Circuit, and the U.S. Court of Federal Claims.
